Christmas break is a time when everyone is flying home or to holiday destinations making flights much more expensive than usual making it difficult for international students to head home. Some students also happen to have at least 1 part time jobs in the area.

As someone who lived on campus for 4 years, I have seen the current policy force many students to either go broke because of it, or -- more commonly -- the end up staying in very cheap and unsafe areas, and to become exposed to dangerous situations. At the end of the day, international students pay more than home students, bear more financial burden in general, and are a main income source for the university -- they should be better take care of. Also, note: despite policy, there generally end up being some students staying on campus during the break anyways. I have seen it every year I have lived on campus.
